Amends Section 235 of the Immigration and Nationality Act to expand expedited removal procedures to all aliens inadmissible under paragraphs (6) or (7) of section 212(a), eliminating previous exceptions based on country of nationality

Grants the Secretary of Homeland Security sole and unreviewable discretion to apply expedited removal to inadmissible aliens, with authority to modify application at any time

Raises the standard for asylum seekers to avoid expedited removal from showing "a significant possibility" of persecution to demonstrating "clear and convincing evidence"

Transfers authority from the Attorney General to the Secretary of Homeland Security for credible fear determinations and related expedited removal decisions

Removes subparagraph (F) from current law, which previously provided special treatment for certain aliens from contiguous countries (Mexico and Canada)
