Authorizes mandatory detention and expedited removal of aliens who are members of criminal gangs, criminal organizations, or foreign terrorist organizations designated under section 219(a) of the Immigration and Nationality Act

Applies expedited removal to aliens convicted of any felony, sexual offense, domestic violence, stalking, crimes against children (including sex trafficking or sexual abuse of minors), assault of law enforcement officers, or protection order violations

Covers misdemeanor convictions when committed against "vulnerable groups" defined as children under 16, pregnant women, individuals with severe physical or mental disabilities, or persons over 65

Makes aliens subject to expedited removal ineligible for withholding of removal under any provision of the Immigration and Nationality Act

Amends Chapter 4 of Title II of the Immigration and Nationality Act by adding new Section 238A
