Requires states to treat active duty military members, recently separated veterans (within 12 months), and their dependents as residents for Medicaid eligibility when they relocate to a new state due to military service, beginning January 1, 2028

Protects individuals on home and community-based services waiting lists by allowing them to remain on the list in their new state until an eligibility decision is made or they voluntarily withdraw

Ensures Medicaid payment for medical assistance furnished to relocated military families in their new state to the extent services are available under that state's Medicaid plan

Appropriates $1,000,000 annually for fiscal years 2026-2030 to the Secretary of Health and Human Services for implementation

Allows states requiring legislative changes to comply additional time, extending until the first calendar quarter after the close of the first regular legislative session ending one year after enactment
