Requires the Secretaries of State and Defense to submit a classified strategic approach report within 180 days detailing methods to disrupt adversary cooperation, plans to bolster deterrence in the Indo-Pacific, Europe, and Middle East, and assessments of U.S. capability gaps

Establishes U.S. policy to disrupt dangerous cooperation among adversaries through sanctions, export controls, and intelligence sharing with allies; constrain adversary groupings globally; and prepare for simultaneous challenges in multiple theaters
