Authorizes the U.S. Trade Representative to investigate and impose duties on goods produced by entities from nonmarket economy countries that establish operations in third countries to circumvent Section 301 tariffs

Covers entities with at least 25% equity held by organizations from nonmarket economy countries, including through joint ventures, co-investments, or derivative financial instruments

Requires the Trade Representative to decide within 45 days whether to initiate an inquiry after receiving a request, and to make a final evasion determination within 180 days

Allows remedial measures to be imposed both on entities already producing goods and prospectively on those planning to establish production in third countries

Measures remain in effect as long as the underlying Section 301 action continues or until the nonmarket economy country no longer has a controlling interest in the third-country investment
