Amends the Victims of Crime Act of 1984 to clarify that amounts from criminal prosecution declinations and similar final dispositions not involving convictions must be deposited into the Crime Victims Fund

Temporarily directs False Claims Act recoveries (31 U.S.C. 3729-3731) to the Crime Victims Fund from the date of enactment through September 30, 2030

Excludes from Fund deposits any amounts needed to pay qui tam plaintiff rewards under False Claims Act whistleblower provisions

Excludes from Fund deposits any amounts necessary to reimburse the federal government for actual damages sustained from False Claims Act violations
