Directs the U.S. Governor of the International Monetary Fund to support Taiwan's admission as an IMF member, participation in IMF surveillance activities, employment opportunities for Taiwan nationals at the Fund, and access to technical assistance and training

Establishes U.S. policy not to discourage or deter Taiwan from seeking IMF membership

Requires the Secretary of the Treasury to include descriptions of U.S. efforts supporting Taiwan's participation at international financial institutions in annual congressional testimony for the next 7 years

Allows the Treasury Secretary to waive requirements for up to 1 year if doing so substantially promotes Taiwan's meaningful participation at international financial institutions

Provisions expire after 10 years or upon IMF Board approval of Taiwan's membership, whichever comes first
