Codifies existing sanctions against persons threatening stability in the Western Balkans under Executive Orders 13219 and 14033, with an 8-year sunset provision and presidential waiver authority for national security interests

Requires the Secretary of State and USAID to develop a 5-year regional economic development and democratic resilience strategy within 180 days, coordinating with the EU, World Bank, and multilateral partners

Establishes the "Young Balkan Leaders Initiative" to provide fellowships, professional development, and leadership training for individuals ages 18-35 from the seven Western Balkans countries (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, and Serbia)

Directs interagency reports on cybersecurity vulnerabilities and Russian/Chinese malign influence operations in the Western Balkans, with the first malign influence report due within 180 days and updates every two years

Supports EU and NATO accession for eligible Western Balkans countries and calls for continued progress on the Kosovo-Serbia normalization agreement while opposing any border redrawing along ethnic lines
