Codifies the Panel of Health Advisors within the Congressional Budget Office to provide technical expertise and recommendations on CBO's health-related studies, analyses, and cost estimates

Panel consists of 15 members serving 3-year terms (maximum 6 years total), with 3 members each appointed by the chairs and ranking members of the House and Senate Budget Committees, plus 3 appointed by the CBO Director

Members must have expertise in areas such as health finance, actuarial science, health facility management, drug development, Medicare, Medicaid, and health insurance systems

Panel must meet at least annually and issue a report to Budget Committee leaders detailing its work and recommendations approved by at least 9 members, along with CBO's description of how it utilized those recommendations

Initial appointments must occur within 90 days of enactment, with members serving as special government employees subject to potential conflict-of-interest disclosure and confidentiality requirements
