Mandates publication of national quality standards within 1 year after the working group convenes, following public notice and comment period, for use by State Medicaid programs and managed care entities

Clarifies that Medicaid private duty nursing providers are not required to follow Medicare home health agency conditions of participation

Updates the Home and Community-Based Services Quality Measure Set within 1 year to include continuous skilled nursing measures, with required reviews and updates at least every 8 years
