Provides civil and criminal liability protection for individuals, nonprofit organizations, and state/local governments that donate pet food and pet supplies in good faith to organizations serving pets, service animals, and emotional support animals

Covers "apparently fit pet-related products" that meet federal, state, and local quality and labeling standards, even if not readily marketable due to appearance, age, freshness, surplus, or similar conditions

Liability protections do not apply in cases of gross negligence or intentional misconduct that results in injury or death to the animal recipient

Allows donation of pet food or supplies that don't meet all standards if the donor informs the recipient of defects and the recipient agrees to recondition items to comply with applicable standards before distribution

Does not create new liability or supersede existing state or local health regulations
