Amends the Stored Communications Act to recognize Tribal courts as courts of competent jurisdiction, enabling them to issue warrants for electronic communications and stored data from service providers

Expands Tribal criminal jurisdiction under the Indian Civil Rights Act of 1968 to include controlled substance-related offenses (drug trafficking, possession, and paraphernalia) and firearms offenses committed in Indian country

Defines "firearms offense" as use or possession of a firearm in furtherance of a covered crime or by someone convicted of domestic violence

Adds Indian Tribes and their political subdivisions to the definition of "governmental entity" for purposes of requiring disclosure of customer communications records

Expands the Bureau of Prisons Tribal Prisoner Program to accept offenders convicted under special Tribal criminal jurisdiction for violent crimes and newly covered offenses
