Creates a new federal crime for knowingly delivering, distributing, or dispensing controlled substances through the dark web, with a 2-level sentencing enhancement above standard drug offense penalties

Establishes the Joint Criminal Opioid and Darknet Enforcement Task Force within the FBI, headed by a Senate-confirmed Director, to detect, disrupt, and dismantle illicit dark web marketplaces

Requires annual reports to Congress on task force activities, including number of investigations, arrests, marketplaces dismantled, and recommendations for legislative improvements

Mandates a report within 1 year from the Attorney General on how virtual currencies are used to finance opioid distribution through dark web marketplaces, including assessment of investigative capacity

Task force includes representatives from FBI, DEA, Postal Inspection Service, ICE, ATF, Homeland Security Investigations, CBP, DOD, FinCEN, and DOJ, with a 5-year sunset provision
