Requires the Secretary of Agriculture and Secretary of the Interior to develop a strategy within 18 months to utilize livestock grazing as a wildfire risk reduction tool on National Forest System lands and public lands

Strategy must address using vacant grazing allotments during droughts or wildfires, targeted grazing to reduce hazardous fuels in wildland-urban interface areas, and controlling invasive grasses like cheatgrass

Allows temporary permits for targeted fuels reduction outside normal permitted animal unit months and grazing seasons, and supports use of advanced technologies like virtual fencing

Requires coordination with grazing permit holders and consultation with states, local governments, Indian Tribes, utility authorities, firefighting agencies, and conservation organizations

Preserves all existing livestock grazing programs being carried out at the time of enactment
