Amends 18 U.S.C. § 2101 to create a tiered penalty structure for federal rioting offenses, replacing the current single penalty provision

Establishes base punishment of up to 10 years imprisonment and/or fine for rioting violations

Imposes mandatory minimum of 1 year imprisonment (up to 10 years) for defendants who commit or aid acts of violence during riot-related activity

Creates enhanced penalty of 1 year to life imprisonment for assaulting a federal law enforcement officer or uniformed service member during riot activity
