Prohibits federal Medicaid and CHIP funding for gender transition procedures, including surgeries (such as mastectomy, hysterectomy, vaginoplasty, phalloplasty), puberty-blocking drugs, and cross-sex hormones at supraphysiologic doses

Defines "specified gender transition procedures" as any medical intervention intended to change an individual's body to no longer correspond to their biological sex

Exempts treatments for precocious puberty, disorders of sex development (including chromosomal variations), and procedures to correct infections, injuries, or conditions caused by previous gender transition procedures

Requires parental or legal guardian consent for any exempted procedures performed on minors

Amends Section 1903(i) of the Social Security Act (42 U.S.C. 1396b) and Section 2107(e)(1)(N) for CHIP to implement the funding prohibition
