Requires 12-month continuous enrollment for all Medicaid and CHIP beneficiaries, expanding the existing continuous enrollment requirement that currently applies only to children under age 19

Amends Section 1902(e)(12) of the Social Security Act to remove the age restriction, applying continuous enrollment protections to adults as well as children

Modifies the Children's Health Insurance Program (CHIP) provisions to extend continuous enrollment from "targeted low-income children" to all enrolled individuals

Takes effect on the first day of the first fiscal quarter beginning on or after December 31, 2026
