Clarifies that existing authorizations—including the 2001 AUMF (Public Law 107-40) and the 2002 Iraq AUMF (Public Law 107-243)—cannot be construed as authorizing military force against Iran

Provides an exception allowing military force consistent with section 2(c) of the War Powers Resolution, which covers responses to attacks on U.S. territory, possessions, or armed forces

Preserves the President's ability to defend U.S. allies and partners only if Congress enacts specific statutory authorization consistent with the War Powers Resolution
