Creates a private right of action allowing individuals who received gender-transition procedures as minors to sue medical practitioners for declaratory relief, injunctive relief, compensatory damages, punitive damages, and attorney's fees

Establishes a 30-year statute of limitations from the date the individual turns 18 to file civil lawsuits for physical, psychological, emotional, or physiological harms resulting from such procedures

Prohibits federal law from requiring medical practitioners to perform gender-transition procedures, protecting their freedom of conscience

Strips all Department of Health and Human Services federal funding from any state that requires medical practitioners to perform gender-transition procedures

Defines gender-transition procedures as puberty blockers, cross-sex hormones, and surgeries performed to change the body to conform to a gender identity at odds with biological sex, with exceptions for intersex conditions and life-threatening emergencies
