Establishes the Ralph David Abernathy, Sr., National Historic Site in Georgia as a unit of the National Park System to preserve the historic West Hunter Street Baptist Church where Dr. Abernathy served as pastor during the civil rights movement

Requires the Secretary of the Interior to determine that sufficient land has been acquired before officially establishing the site, with Federal Register notice required within 30 days of that determination

Authorizes land acquisition through donation, purchase from willing sellers, or exchange; state and local government lands may only be acquired by donation

Requires completion of a management plan within 3 years after funds are first made available for the site

Permits cooperative agreements with Georgia and other entities for interpretive services, exhibits, signage, tours, and preservation of historic and cultural resources
