Creates pathway to lawful permanent resident status (green card) for nationals from countries designated for Temporary Protected Status (TPS) or Deferred Enforced Departure who have been continuously present in the U.S. for at least 3 years

Applicants must pass criminal and national security background checks and not be inadmissible or deportable for criminal, security, or terrorism-related grounds; application fee capped at $1,440 with exemptions for minors, low-income individuals, foster youth, and disabled persons

Extends green card eligibility to spouses, domestic partners, children, and unmarried sons/daughters of qualifying applicants; provides work authorization and advance parole while applications are pending

Prohibits DHS from using application information for immigration enforcement or referring applicants to ICE/CBP; violations subject to $10,000 fine

Requires Secretary of Homeland Security to submit detailed report to Congress when terminating a country's TPS designation, including analysis of the country's ability to repatriate nationals and economic/political stability metrics
