Authorizes the Departments of Justice, State, and Homeland Security to provide technical assistance to Ukraine for investigating Russian abduction of Ukrainian children, including training on biometric identification, open source intelligence collection, secure communications, and database management

Requires 30 days advance notice to Congress before the National Geospatial-Intelligence Agency can suspend or terminate Ukraine's access to the Global Enhanced GEOINT Delivery Program for satellite imagery

Authorizes the State Department and USAID to support rehabilitation and reintegration services for returned Ukrainian children, including medical and psychological care, family support, legal aid, and educational placement

Directs the State Department and DOJ to support Ukraine's Office of the Prosecutor General in investigating and prosecuting war crimes involving abducted children through the Atrocity Crimes Advisory Group

Permits the President to use seized Russian sovereign assets held in the United States for purposes described in the Act, in accordance with the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act (Public Law 118-50)
