Imposes a permanent lifetime ban on former Senate-confirmed executive branch officials from representing, aiding, or advising foreign governmental entities of "countries of concern" before U.S. government officers with intent to influence official decisions

Applies to agency heads, deputy heads, and all other positions requiring Presidential appointment with Senate confirmation, but only to those appointed after the bill's enactment

Excludes licensed attorneys providing legal representation or legal advice from the definition of "represent," allowing continued legal work for affected foreign entities

Includes a 5-year sunset provision after which the restrictions no longer apply to newly appointed officials, though conduct occurring before the sunset remains subject to penalties under 18 U.S.C. § 216

Authorizes the Secretary of State, in consultation with the Attorney General, to propose adding or removing countries from the "country of concern" list, subject to Congressional approval via joint resolution
