Establishes Haskell Indian Nations University in Lawrence, Kansas as an independent federally chartered corporation, removing it from Bureau of Indian Education management and placing it under a 15-member Board of Trustees appointed by the President with Senate confirmation

Provides tuition-free higher education for enrolled members of Indian Tribes, descendants of tribal members, or individuals with 1/4 blood quantum, serving approximately 900 students from 140 tribes annually on a 320-acre campus with 12 National Historic Landmark buildings

Authorizes at least $27 million annually in appropriations plus $5 million for an initial endowment trust fund, with federal matching contributions of $5 million for every $5 million raised through private fundraising

Grants the University tax-exempt status under federal, state, and tribal taxation, allows it to accept private donations as a charitable organization, and provides federal tort liability protection

Transfers all property, personnel, and functions from the legacy institution to the new corporation, with the Secretary of Interior responsible for obligations incurred before enactment and the new University responsible for future obligations
