Secretary of Defense must submit annual reports to Congress by March 1 on allied contributions to common defense, covering all NATO member countries and countries in NATO Membership Action Plans

Reports must include each country's annual defense spending (nominal figures and percentage of GDP), contributions to military operations involving U.S. forces, and any limitations placed on those contributions

Country-specific assessments required covering contributions to Ukraine, defense industrial base health, military force size and structure, mobilization timelines, and Foreign Military Sales/Financing activity

Reports must be submitted in unclassified form with optional classified annex and made available to any Member of Congress upon request

Expresses congressional concern that the U.S. shoulders a disproportionate share of European security burden while NATO members fail to meet defense spending guidelines
