Secretary of Defense must submit annual reports to Congress by March 1 each year on allied contributions to common defense, including defense spending data (nominal figures and GDP percentages) for the preceding fiscal year

Reports must cover NATO members, Gulf Cooperation Council members, Rio Treaty parties, Australia, Japan, New Zealand, the Philippines, South Korea, and Thailand

Reports must describe each ally's contributions to military or stability operations involving U.S. Armed Forces, any limitations placed on those contributions, and actions taken to minimize such limitations

Reports submitted to Armed Services, Foreign Relations/Affairs, and Appropriations committees in both chambers, in unclassified form with optional classified annex, and made available to any Member of Congress upon request

Expresses sense of Congress that current threats extend beyond terrorism to include near-peer threats, and that the President should seek allied acceptance of security responsibilities under collective defense agreements
