Affirms federal recognition of the Grand River Bands of Ottawa Indians of Michigan, consisting of 19 bands who historically occupied Kent, Ottawa, Muskegon, Newaygo, and Oceana Counties in western Michigan

Makes the Tribe and its members eligible for all federal services and benefits provided to Indians and federally recognized tribes, with a designated service area covering the five western Michigan counties

Requires the Tribe to submit a membership roll to the Secretary of the Interior within 18 months of enactment, with membership qualifications determined by the Tribe's governing documents

Directs the Secretary to acquire trust land for the Tribe within Muskegon, Newaygo, or Oceana Counties for a homeland, and permits additional land acquisitions in Kent and Ottawa Counties

Requires the Secretary to make a final determination on trust land requests within 18 months, with any trust land eligible to become part of the Tribe's reservation upon request
