Prohibits U.S. assistance to countries that voted with the United States less than 50% of the time in the UN General Assembly or Security Council during the most recent session, or that sponsor resolutions disproportionately targeting the U.S. or its allies

Covers Economic Support Fund, International Military Education and Training, Foreign Military Financing Program, and any other direct or indirect assistance including funding routed through international organizations or NGOs

Secretary of State may exempt a country if there has been a fundamental change in government leadership and policies indicating the country will no longer oppose U.S. positions at the UN

Exemptions require congressional notification with justification and remain effective only until submission of the next annual UN voting report

Takes effect upon submission of the UN voting report required by March 31, 2026
