Declares that the bill satisfies the congressional authorization requirement under Section 1250A of the FY2024 National Defense Authorization Act for treaty withdrawal

Cites NATO's eastward expansion since 1999 (now exceeding 1,500 miles of land border with Russia), European allies' failure to meet the 2% GDP defense spending pledge, and Europe's sufficient military capacity to counter Russia without U.S. involvement as justifications

Includes a severability clause preserving remaining provisions if any section is held unconstitutional
