Requires the Attorney General to publish an annual list of "covered firearms dealers" within 120 days of enactment, identifying federally licensed dealers with at least 25 firearms traced to crimes within 3 years of sale, occurring in at least 2 of the past 3 calendar years.

Prohibits all federal agencies from entering contracts with dealers who appear on the covered firearms dealer list during the current or preceding 2 calendar years, effective 180 days after enactment.

Allows the Secretary of Defense or Secretary of Homeland Security to request a waiver from the Attorney General for national security purposes, with immediate notification to House and Senate Judiciary Committee leaders.

Defines "time-to-crime" as the period between a firearm's last retail sale and its recovery by law enforcement in connection with actual or suspected criminal activity.
