Establishes the Intelligence Community Technology Bridge Fund in the U.S. Treasury to help transition products and services from research and development to prototype or production phases for intelligence community use

Authorizes $75 million annually starting in fiscal year 2026, with a cap of $75 million in the fund at any time; funds remain available until expended

Limits assistance to small business concerns and nontraditional defense contractors that already have R&D contracts with an intelligence community element and have attestation that the product addresses a mission need

Permits assistance as grants, payments for products/services, or equity payments; administered by the Director of National Intelligence in consultation with intelligence community element heads and entities like DARPA, IARPA, and the Defense Innovation Unit

Requires annual reports to congressional intelligence committees by September 30, 2026 and each fiscal year thereafter detailing expenditures, purposes, effects, and transition outcomes
