Caps the Office of the Director of National Intelligence (ODNI) staff at 650 full-time equivalent employees and restructures leadership by redesignating the Principal Deputy Director as Deputy Director and creating two new Assistant Director positions for Mission Integration and Policy and Capabilities

Transfers the National Counterintelligence and Security Center to the FBI's Counterintelligence Division within 180 days, with the FBI Assistant Director for Counterintelligence becoming the Center's head

Renames the National Counterterrorism Center as the National Counterterrorism and Counternarcotics Center, removes Senate confirmation requirement for its Director, and shifts strategic counterterrorism planning functions to the National Security Council

Terminates or transfers multiple ODNI entities including the National Intelligence University (within 180 days), Intelligence Community Innovation Unit, Foreign Malign Influence Center, Climate Security Advisory Council, Office of Engagement, Joint Intelligence Community Council, and IC Chief Data Officer position

Prohibits use of National Intelligence Program funds for diversity, equity, and inclusion practices or for analytic collaboration with think tanks receiving foreign government support (excluding Five Eyes allies), and requires divestment of ODNI facilities deemed unnecessary by OMB
