Establishes the Young African Leaders Initiative (YALI) under the Secretary of State to build capacity of young leaders aged 25-35 in sub-Saharan Africa in business, civic engagement, and public administration

Creates the Mandela Washington Fellowship program providing 6-week Leadership Institutes at U.S. educational institutions, including academic sessions, site visits, networking, and an annual summit with U.S. private, public, and nonprofit sector leaders

Allows U.S. citizens to participate in reciprocal exchanges and collaborative projects with fellowship alumni, with Secretary of State approval

Requires the Secretary of State to submit an implementation plan within 180 days of enactment and annual progress reports to Congress for 5 years, with reports published publicly online

Program sunsets 5 years after enactment; applies to sub-Saharan Africa with the original bill version requiring assessment of expansion feasibility to North African countries
