Director of National Intelligence must submit an action plan to congressional intelligence committees within 180 days to enhance counternarcotics collaboration, coordination, and cooperation with the Government of Mexico

Each intelligence community element must report to the DNI within 60 days describing their direct relationships with Mexican government entities, including counterintelligence risk assessments

Intelligence agencies must develop strategies to enhance counternarcotics cooperation with Mexican counterparts and identify resources needed for implementation

The action plan must include recommendations for any changes in authorities or resources needed for effective implementation in fiscal year 2026

Final submission to Congress must be in unclassified form with a classified annex permitted
