Accelerates the effective date for restricting Medicaid eligibility for certain aliens from October 1, 2026 to July 4, 2025, implementing changes enacted under Public Law 119-21

Reduces the Federal Medical Assistance Percentage (FMAP) for Medicaid expansion populations in "specified states" from the enhanced 90% rate to the standard state FMAP rate, beginning July 4, 2025

Defines "specified state" as any state that uses general fund dollars to provide financial assistance for health insurance coverage to non-qualified aliens, or provides comprehensive health benefits to such aliens through any state program

Exempts from the penalty children and pregnant women who are lawfully residing in the United States and otherwise eligible for Medicaid or CHIP assistance

Changes FMAP calculation methodology from annual to quarterly determinations for affected states
