Requires the Secretary of Veterans Affairs to submit a report within 180 days outlining roles and responsibilities of all VA offices involved in emergency management, including recommendations for improving structure and the feasibility of consolidating offices into one centralized emergency management office

Mandates consultation with the Comptroller General, VA Inspector General, and Secretary of Homeland Security when preparing the emergency management roles report

Requires a separate report within 180 days on VA Regional Readiness Centers, including supply request data, inventory levels, expired supplies, operational costs, and emergency response capacity analysis

Directs the VA Secretary to submit a report within 90 days, after consulting with FEMA, on limitations preventing fuel and resource sharing between FEMA and VA during emergencies, and whether Congressional action is needed to enable such coordination

Addresses coordination gaps related to VA's Fourth Mission activations (when VA provides emergency support to the broader community during disasters)
