Amends Section 301 of the Immigration and Nationality Act (8 U.S.C. 1401) to exclude certain U.S.-born children from automatic birthright citizenship

Denies citizenship at birth to children born in the U.S. whose alien parents are unlawfully present in the country

Excludes from birthright citizenship children born to alien parents present in the U.S. for diplomatic purposes

Excludes children born to alien parents engaged in hostile occupation or hostile operations in the United States
