Creates a new federal crime for knowingly assaulting a first responder engaged in official duties and causing serious bodily injury, punishable by up to 10 years imprisonment

Imposes imprisonment for any term of years up to life if the assault results in death, involves kidnapping, or includes an attempt to kill

Applies when the offense involves interstate travel or commerce, use of a firearm or dangerous weapon that traveled in interstate commerce, interference with economic activity, or targets a federal first responder

Defines "first responder" as firefighters, law enforcement officers, rescue squad members, ambulance crew, and paramedic ALS intercept service personnel

Requires written certification from the Attorney General before federal prosecution, including determination that the state lacks jurisdiction, requested federal involvement, or that federal prosecution serves the public interest
