Amends the Head Start Act to require at least one teacher per classroom in Early Head Start centers to hold a minimum child development associate credential and relevant training in early childhood development

Allows additional teachers in Early Head Start classrooms to teach while actively working toward earning a child development associate credential and completing required training or coursework

Requires Early Head Start agencies to provide mentors to oversee and guide teachers who are working toward their credentials and training completion

Removes previous statutory deadlines of September 30, 2010 and September 30, 2012 for teacher qualification requirements, replacing them with ongoing staffing standards
