Prohibits Medicare payment for orthotics and prosthetics delivered via "drop shipment" (direct shipping to patients without in-person training from a qualified practitioner on fitting, adjustment, care, and use)

Exempts physical therapists, occupational therapists, orthotists, and prosthetists from Medicare's competitive acquisition program, in addition to the existing exemption for physicians

Expands Medicare coverage for replacement of custom-fitted and custom-fabricated orthotic devices, previously limited to prosthetic devices like artificial limbs

Requires the Secretary of Health and Human Services to issue final implementing regulations within 1 year of enactment
