Requires the Office of National Drug Control Policy (ONDCP) to make annual determinations on whether the World Anti-Doping Agency (WADA) has credible, independent governance with fair U.S. representation and includes independent athletes in decision-making roles.

Authorizes ONDCP to voluntarily withhold up to 100% of U.S. membership dues to WADA if the agency fails to meet governance criteria, with withheld funds returned to the Treasury if not obligated by fiscal year end.

Mandates ONDCP submit a report to Congress within 180 days identifying barriers to U.S. participation and fair representation in WADA's Executive Committee, Foundation Board, and advisory groups if governance deficiencies are found.

Requires ONDCP to submit a spending plan to the Senate and House Appropriations Committees at least 30 days before obligating any funds to WADA.

Defines "independent athlete" as current or former amateur athletes who do not serve on the IOC, IPC, USOPC, national governing bodies, international sports federations, or WADA itself.
