Requires the Attorney General to publish a list of "anarchist jurisdictions" on the DOJ website within 14 days of enactment, with updates every 180 days, in consultation with the Secretary of Homeland Security and OMB Director

Defines "anarchist jurisdiction" as any state or local government that has refused to take reasonable steps to stop acts of violence and destruction of property

Criteria for designation include policies restricting law enforcement from restoring order during widespread violence, preventing police from accessing certain areas, defunding or disempowering law enforcement agencies, or refusing federal law enforcement assistance

Directs the OMB Director to issue guidance within 30 days instructing federal agencies to restrict eligibility or otherwise disfavor designated anarchist jurisdictions from receiving federal grants
