Transfers approximately 4,660 acres of mineral interests from the Joe and Barbara Hope Mineral Trust to the Crow Tribe of Montana, to be held in trust by the United States for the Tribe's benefit

Requires the Secretary of the Interior to convey approximately 4,530 acres of federal subsurface mineral interests and 940 acres of surface land in the Bull Mountains Tracts (Musselshell County, Montana) to the Hope Family Trust in exchange

Mandates acceptance of relinquishment of Bureau of Land Management Lease MTM-97988 (Bull Mountains Lease, dated June 1, 2012) before the land exchange can occur

Exempts mineral interests conveyed to the Tribe from Montana state and local taxation, and requires the Tribe and Hope Family Trust to agree on a revenue-sharing formula for future development before conveyances proceed

Protects the Tribe and its members from any reduction in federal services, benefits, or programs as a result of this Act
