Increases the federal Medicaid matching rate to 90% for state expenditures on behavioral health services (mental health and substance use treatment) that exceed the state's spending levels from the 4-quarter period ending March 31, 2019

Requires states to use the additional federal funds to supplement, not supplant, existing state behavioral health spending levels as of April 1, 2021

Mandates that states use funds for activities that increase capacity, efficiency, and quality of behavioral health services, including provider payment rate increases and measures to reduce staff turnover

Directs HHS to issue sub-regulatory guidance within 180 days specifying which services qualify as behavioral health services under the enhanced matching rate

Requires HHS to submit annual reports to Congress on Medicaid behavioral health services in each state, including payment rates, rationale for those rates, and service utilization data
