Amends Section 1111 of title 18, United States Code, to establish federal jurisdiction over murders committed by certain categories of inadmissible or deportable aliens anywhere within the United States

Applies to aliens who are inadmissible under Immigration and Nationality Act section 212(a) for unlawful presence, fraud/misrepresentation, or lack of valid documentation, or deportable under section 237(a)(1) for being present in violation of law or failing to maintain status

First-degree murder by covered aliens would be punishable by death or life imprisonment

Second-degree murder by covered aliens would be punishable by any term of years or life imprisonment
