Directs the Secretary of Agriculture to issue a 10-year special use permit within 180 days for placing and maintaining a U.S. flagpole at Kyhv Peak Lookout Point in Uinta National Forest, Utah (latitude 40°16'18.14" N, longitude 111°36'58.57" W)

Grants first priority for the initial permit to Robert S. Collins of Provo, Utah; if he declines, qualified individuals or nonprofit organizations in Utah County with flagpole maintenance experience may apply

Exempts permit holders from land use fees and exempts permit issuance, renewal, and administration from National Environmental Policy Act (NEPA) requirements

Establishes a permit renewal process with priority given to previous permit holders or their designated successors, with the Secretary authorized to terminate permits early for non-compliance

Prohibits permit holders from accepting anything of value in exchange for identifying a successor permit holder
