Amends the National Security Act of 1947 to criminalize unauthorized access to intelligence community property that is clearly marked as closed or restricted

First offense: fine and/or imprisonment up to 180 days

Second offense: fine and/or imprisonment up to 3 years

Third or subsequent offense: fine and/or imprisonment up to 10 years
