Authorizes dedicated domestic terrorism offices within DHS (Domestic Terrorism Unit), DOJ (Domestic Terrorism Office), and FBI (Domestic Terrorism Section) to monitor, analyze, investigate, and prosecute domestic terrorism, with a 10-year sunset provision

Requires joint biannual reports to Congress on domestic terrorism threats, with specific focus on White supremacist and neo-Nazi activity, including quantitative data on assessments, investigations, arrests, indictments, prosecutions, convictions, and weapons recoveries dating back to April 19, 1995

Establishes a Domestic Terrorism Executive Committee within DOJ to coordinate with U.S. Attorneys and convene local community forums at least 4 times annually to build trust and share information between law enforcement and communities impacted by domestic terrorism

Creates an interagency task force involving DOJ, FBI, DHS, and the Department of Defense to analyze and combat White supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies

Mandates training programs for federal, state, local, and Tribal law enforcement on detecting and investigating domestic terrorism, requires annual anti-bias training for office employees, and assigns FBI hate crimes liaisons to each field office for incidents with a nexus to domestic terrorism
