Renames the "Reserve Officers Association of the United States" to "Reserve Organization of America" and amends Chapter 1901 of Title 36, United States Code to reflect this change

Establishes the organization as a federally chartered corporation with perpetual existence, with the purpose of supporting and promoting military policy development for adequate national security

Grants the corporation and its subordinate entities exclusive rights to use the name "Reserve Organization of America" and any seals, emblems, and badges it adopts

Prohibits the corporation from engaging in business for profit, issuing stock, making political contributions, distributing income to members, or making loans to officers or governing body members

Requires the corporation to maintain a registered agent in the District of Columbia for service of process and to keep complete financial records, meeting minutes, and member information available for inspection
