Prohibits federal funds for purposes outside the United States from going to foreign nonprofits, NGOs, or multilateral organizations that perform or promote abortions, provide abortion referrals/counseling/lobbying/training, furnish abortion-related items, or financially support entities that do

Restricts federal funds for overseas purposes from domestic nonprofits and NGOs that perform abortions, furnish abortion-related items, or fail to maintain complete physical and financial separation from abortion-related activities within federally funded programs

Codifies into law an expanded version of the Mexico City Policy (also known as "Protecting Life in Global Health Assistance"), which has historically been implemented or rescinded by executive order depending on the presidential administration

Applies restrictions to direct federal fund transfers as well as goods financed with federal funds
